Matt Mayer, Acting Executive Director, Office of State and Local Government Coordination and Preparedness, DHS

On May 3, 2005, DomPrep’s John F. Morton, Marty Masiuk and Jim Hessman visited with Matt A. Mayer, the acting executive director of the Office of State and Local Government Coordination and Preparedness in the Department of Homeland Security.

Mr. Mayer is the DHS Office of Domestic Preparedness (ODP) official in-charge of the rollout of the national domestic all-hazards preparedness goal. He came to DHS from Colorado where he served Governor Bill Owens as the deputy director for the Department of Regulatory Agencies in which capacity he oversaw more than 590,000 licensed professionals, from accountants to veterinarians, and industries including banking, securities, insurance, telecommunications and energy.

DomPrep.com divided the 24 minute, 23 second interview into three segments.

In Segment One, Mr. Mayer discusses the Homeland Security Presidential Directive 8 (HSPD-8) on National Preparedness and the Interim National Preparedness Goal, he details the process of the regional rollout conferences and encouraged first responder participation as critical to the “transformational” nature of the HSPD-8 document.

In Segment Three, Mr. Mayer highlights the importance of Regional Collaboration and Information Sharing, giving background on the Lessons Learned Information Sharing (LLIS) Service, or LLIS.gov, the national network of Lessons Learned and Best Practices for emergency response providers and homeland security officials.

He also encourages State, local and tribal government entities to take advantage of the ODP’s Homeland Security Preparedness Technical Assistance Program.

Matt Mayer is the Acting Executive Director, Chief of Staff, and Senior Policy Advisor for the Office of State and Local Government Coordination and Preparedness (SLGCP) in the Office of the Secretary in the Department of Homeland Security (Homeland Security). SLCGP is the primary office responsible for terrorism preparedness in Homeland Security. SLGCP provides training, funds for the purchase of equipment, support for the planning and execution of exercises, technical assistance and other support to assist states and local jurisdictions prevent, plan for, and respond to acts of terrorism. SLCGP also is the primary point of contact for state and local governments with Homeland Security.

James D. Hessman

James D. Hessman is former editor in chief of both the Navy League’s Sea Power Magazine and the League’s annual Almanac of Seapower. Prior to that dual assignment he was senior editor of Armed Forces Journal International.
