ICE Should Improve Controls to Restrict Unauthorized Access to Its Systems and Information

U.S. Immigration and Customs Enforcement (ICE) did not consistently implement effective access controls to restrict access to its network and information technology (IT) systems. Although ICE took a multi-layered approach to managing access for personnel who change positions or leave the component altogether, we determined that ICE did not consistently manage or remove access when personnel separated or changed positions. For example, 84 percent of the accounts for separated personnel we examined remained active beyond the individual’s last workday. Additionally, ICE did not monitor and configure privileged user access, service accounts, and access to sensitive security functions as required. These deficiencies stemmed from insufficient internal controls and oversight of user account management and compliance to ensure access controls were administered appropriately and effectively to prevent unauthorized access.

Monaco, and Deputy Secretary of State for Management and Resources Rich Verma were hosted by President Andrés Manuel López Obrador and senior Government of Mexico officials to further the significant cooperation that our countries already have undertaken, including on the global fight against illicit fentanyl and dual-use chemical substances, combatting arms trafficking, managing migration, and modernizing our shared border. This meeting built on previous high-level meetings led by Dr. Sherwood-Randall and Security Secretary Rosa Icela Rodríguez.

DHS S&T Awards Funds to PNNL to Research the Future of Emergency Management

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) awarded $1.67 million to the Department of Energy (DOE) Pacific Northwest National Laboratory (PNNL) to conduct research on strengthening and reimagining the future emergency response structure. Tactical actions will focus on advancing next generation emergency operation centers (EOCs), supporting state, local, tribal, territorial emergency managers to enhance communication and coordination, improving response capabilities during emergencies, and aiming to reduce societal and economic costs of disasters.
