The Coast Guard Commandant, probably best known for his role as the federal coordinator for the 2005 Katrina and Rita recovery operations, discusses the Coast Guard’s interagency and intergovernmental linkages that serve and improve national preparedness.
In most fields, basic training is part of the learning process. Fire, law enforcement, the military, and other disciplines have training academies for building competencies and testing new recruits. An exception to these types of requirements is the field of emergency management. This new training academy will ensure that all emergency managers are trained to the same standards regardless how much boots-on-the-ground experience they bring with them.

Rear Admiral Nimmich spells out details of the DHS October 2005 plan to implement a Maritime Domain Awareness (MDA) architecture that goes beyond pure intelligence sharing to include broad information sharing. How the MDA architecture will network national as well as interagency, state, local, and private-sector assets to create a common information environment for anomaly detection and command and control (C2).
